Capacity Building:
Overview
Capacity building was one of the four priority areas identified by the Government of Sierra Leone in consultation with the United Nations Peacebuilding Commission (PBC) in 2006.  Though capacity building is an important component within each of the other three priority areas, it is listed separately to highlight these documents and resources. Capacity building in peacebuilding refers to efforts to strengthen governments, institutions, systems and individuals to meet the challenges of sustainable peace.  Activities range from analysis of capacity constraints, to training and non-formal education to strengthen capacity for monitoring and implementation.  In this section, particular attention is paid to the areas of public service provision and civil service reform, including incentives for inclusion of women and youth, recruitment and retention of skilled staff, and merit based promotion.  This information focuses on both the capacities of the public sector and those of civil society organizations to monitor and promote peacebuilding.
